One fountain is never enough: 211.2 wants TWO, one for a seated person and one for a standing person, and a single unit substitutes only if it complies with BOTH -- which is what a bi-level hi-lo is. The two heights are opposite ends with a real gap between them: the wheelchair spout is 36 in MAXIMUM and the standing spout 38 in minimum, so the single fountain set at a comfortable-looking 37 in satisfies NEITHER. Two location rules get skipped -- 15 in minimum from the vertical support and 5 in maximum from the front edge INCLUDING BUMPERS, which is how bumpers added later push a compliant fountain out of tolerance.

count: no fewer than two units, one complying with 602.1 through 602.6 and one with 602.7, unless a single unit complies with both. Heights: wheelchair spout outlet 36 in maximum; standing spout outlet 38 in minimum to 43 in maximum, leaving a dead band from 36 to 38 in that satisfies neither. Location: spout 15 in minimum from the vertical support and 5 in maximum from the front edge including bumpers; water stream 4 in high minimum.
