Lodging + M&IE looked up by state. GSA publishes per-diem by LOCALITY (county or city), not by state: there is one standard CONUS rate plus several hundred non-standard localities set above it. The bundled per-state values approximate standard CONUS, raised where a state is broadly above it (DC, NY, MA, HI and similar).
GSA Federal Travel Regulation per-diem rates, FY2026 (effective 2025-10-01). M&IE figures are the published FY2026 tier values ($68 / $74 / $80 / $86 / $92); the standard CONUS rate is $110 lodging / $68 M&IE.
