IPC 604.8 caps static pressure at 80 psi and requires a pressure-reducing valve above it -- high static pressure is what splits supply lines and wears out fill valves, not just a comfort complaint. But fitting that valve CLOSES the system, and 607.3 then requires thermal expansion control on a storage water heater's cold supply, downstream of every check valve, PRV, and backflow preventer. Heated water in a closed system has nowhere to expand back to, so pressure climbs until the T and P weeps -- the homeowner who fixed banging pipes with a PRV and later wondered why the heater started dripping completed a chain nobody mentioned. The subtler path: a house at 65 psi needs NO PRV and still needs the tank, because a backflow preventer closed it anyway.
a pressure-reducing valve is required where static pressure exceeds 80 psi; delivered pressure = the PRV setpoint where one is required and entered, otherwise the static pressure; headroom = delivered - the minimum fixture pressure; the system is CLOSED where a PRV is required or a check valve or backflow preventer is present; thermal expansion control is required where the system is closed AND a storage water heater is served.
