The section count is a ceiling function on a padded distance and both halves matter. A lay never runs the straight-line distance: it goes around the building, up the stairs, and over the fence, and a 20% slack allowance is a conservative planning figure that a bad approach will exceed. Undercounting by one section at the end of a long lay is a break in the line at the worst possible moment, which is the whole reason a lay is counted before it is pulled rather than after. A 600 ft approach at 20% slack is 720 ft of hose, which is 15 fifty-foot sections where the map alone would have said 12 -- three sections of difference. The weight line is the one crews feel. Water is 8.34 lb per gallon and a 2.5 in line holds 0.255 gal per foot, so a 50 ft section carries about 106 lb of water on top of the hose itself, and a fifteen-section lay is over a ton of charged line on the ground: perfectly manageable while it is moving on flat ground, and immovable the moment it has to be advanced up a stairwell.
